LAPS and L-SAA
Central LHIN is working with our 46 long-term care providers to complete the Long-Term Care Home Accountability Planning Submission (LAPS), which forms the basis of the Long-Term Care Home Service Accountability Agreement (L-SAA). Under the Local Health Services Integration Act, 2006, Central LHIN must negotiate and sign L-SAAs with each of our long-term care providers by March 31, 2010.
The LAPS and L-SAA are important changes for the long-term care sector and for the LHINs. They emphasize the important , collaborative role the long-term care sector plays in enhancing the stability and accountabiity of our health care system, and support the alignment of health services across the sectors, and in line with LHIN and Ministry of Health and Long-Term Care priorities.
On August 24 and 25, 2009, over 40 Central LHIN long-term care providers helped our staff kick off the L-SAA process at an information session held at the Central LHIN office in Markham. LAPS Guidelines Now Available in English and French
The L-SAA Steering Committee has released the LAPS Guidelines for 2010-2013 in English and French.

The purpose of these resources is to assist long-term care homes in completing the 2010-13 LAPS, which focuses on service planning, measurement and evaluation of health services and organizational performance.
The LAPS forms are available at www.fimdata.com/LTCHome. Long-term care providers can access the forms using their current account and password. This LAPS User Guide (English) is available to assist providers in downloading and completing the forms.
Note: a Revised Appendix A for the English guidelines was distributed October 2, 2009 (fyi: the English and French guidelines above contain the most up-to-date Appendix A).
