Transfer Payment Accountability


In a memo dated October 2, 2007, Ron Sapsford Deputy Minister of Health and Long-Term Care outlined changes in the Transfer Payment Accountability Directive. The revised directive was effective August 31, 2007 for all new transfer payment programs and new transfer payment contracts. All current programs are expected to comply with this directive.

Guidelines for Health Service Provider Audits and Reviews

The Ministry has developed two guidelines to help LHINs identify and respond to issues concerning the organizational and financial health of its health service providers. Copies of these guidelines are provided below:

The Central LHIN is pleased to provide the fiscal 2012/13 Reallocation Process. This process utilizes the cross-LHIN Priority Setting Decision Making Framework to evaluate proposals. Please review the documents below prior to submitting funding requests.

Compensation Arrangements Compliance Report Directive

In accordance with the Compensation Arrangements Compliance Report Directive, hospitals are required to report to the LHIN certifying whether the employer has complied with the restraint measures throughout the reporting period.

Directives to Hospitals in respect of Reporting Requirements under the BPSAA

In accordance with the Directives to Hospitals in respect of Reporting Requirements under the BPSAA, hospitals are required to:

  • Post expenses of designated individuals on their website 

  • Submit an annual report to the LHIN on the use of consultants

  • Submit a compliance report, attesting to compliance with Broader Public Sector Accountability Act, on an annual basis, and post to on the public website
